Sailing Away
Sail Away Sonatina by Judith R. Strickland is a wonderful collection of 3 pieces: Fish in Schools, Glassy Waters, and The Skipper. The first and last were NFMC choices. You can look inside here.
Fish in Schools utilizes the pedal and 8va with limited notes, so it is more early elementary.

Sail Away Sonatina is a little more advanced, more elementary than early elementary. This is a lively little sailing piece with a lilt.
